Heh, interesting. QUIC operates on port 443/UDP, just like HTTPS operates on port 443/TCP. Can an OS open two different protocol handlers on the same port? Should probably test this.

443-tcp and 443-udp are distinct ports and everything should treat them that way

See "Assigned Numbers [of IP]" https://tools.ietf.org/html/rfc762 . The Internet Protocol packet has a "protocol" specifier. TCP is protocol 6, UDP is protocol 17. The fact that TCP & UDP both have ports is kind of coincidental, & intrinsic to those protocols.
