i'm beginning to fear that for all our work to bring in new contributors (worthwhile work! it makes existing contributors' lives easier too!) all the effort will be wasted without a means to support those contributors and even then, we're still privileging those with spare time

Seems necessary but not sufficient to me. Setting up the foundation is the easy bit, getting corps to contribute meaningfully to it is much harder

And where would the funding come from? Would the foundation set up a patreon account and get a lot of people to donate and then the foundation would somehow pay contributors to the rust ecosystem?
