Lints only apply to the crate currently being authored, so it would only apply to that specific crate. Fun addition tho: you can enable attributes (e.g. #![deny()]) on a per-mod basis, so you can gradually enforce documentation coverage for existing crates file-by-file! :D

I hopes this does not encourage people to document simple cases like "SomeType::new()"

Why not? The stdlib does it, why shouldn't crates do it too? Often initialization has plenty of context; documenting all that can be helpful. And even if there isn't any extra context, by creating careful documentation you can help people understand that this is indeed the case
