Prefetch is not a fallback for preload. They have different semantics, different internal types and bound to different CSP rules.
If you're using link preload and adding prefetch "as a fallback", please don't. You're most probably double downloading resources.

Preload's "fallback" is to do nothing in particular and let the browser discover the resource on its own. Slower loads, but nothing breaks.
