Both. Adaptability is an advantage in a changing or diverse environment. But it's a disadvantage in that you have to survive long enough to learn.

But objectives technically are also learned right? I think of it as a dependency chain of "means (behaviors) and ends (objectives)" that are probably learned through natural selection.

The objectives hardwired in your basal ganglia have been "learned" by evolution. You, of course, come up with surrogate objectives and subgoals while learning to satisfy the prime objectives: want to eat? Learn to hunt. Want to hunt? Learn to throw spears. Etc.

You've spoken about how 0th-order learning rules are not scalable/suitable for DL systems compared to gradient based methods. Would you concede that it is possible to meta-learn a scalable 0th order learning rule that can be used during deployment?

Some people argue that evolution is a 0th-order method. But I think it uses gradients.

It is about timescales: what is constant for many generations is hardcoded, what changes during lifetime has to be learned. Mechanisms of intelligence are constant. We need to discover&hardcode them without the luxury of time of evolution but using the powerful tool it has built

DNA is the primal cognitive system that hardcodes knowledge. Then evolution "found" a 2nd much more flexible and adaptable neural cog sys that works on top of DNA. Communication by symbols opened the door for a 3rd cog sys on top of the other 2: culture.
