  10. Also, existing ban (Presidential Proclamation 9645) explicitly excludes refugees. It’s why Iranian/Syrian refugees continue to come, albeit in tiny numbers. Has DHS/White House released EO or other documents that effectuate these new restrictions, so we can see the exceptions?

    What's striking about this is that the new restrictions don't bar tourists/visitors from Nigeria, etc. Just those who want to move to the U.S. permanently. So it can't really be about national security. It's about not having immigrants from certain places. Am I missing something?

    One of the most crushing elements of how Trump's bureaucracy works isn't the policy itself, it's the chaos and confusion and carelessness with which the policy is carried out, because of all the rapid changes and an exodus of dedicated, long-time civil servants.
