From 2007-2014, Berkeley and Hayward were permitting about 50-60% of the housing they were asked to. And these goals were based on RECESSION jobs forecasts, and way lower than they should have been. This shortage was predictable.pic.twitter.com/votCsjjG8J
The RHNA is garbage. Based on political juice. While Berkeley & Hayward aren’t building enough, the RHNA numbers aren’t a good benchmark IMO
