Neighbors were gearing up to CEQA the shit out of the project, and that was the main driver of why the city gave up on it.

Do you mean orders of magnitude less? The estimate I saw to shore up the hill worked out to less than $10,000 per unit. It’s not like we’ve never built on a hill in SF before...

I saw different numbers but yours work out to 11k/unit. You are awfully optimistic about the cost to defeat a CEQA lawsuit from a very rich and very motivated opponent. Even if the city had the money to win, delays could compromise Christian Church Homes’ financing.

I've been on the plaintiff side of one of those lawsuits. These folks would not have put 2 million into it and no attorney would have taken it up on contingency

Mind you, I'm not saying there opposition was cost-free and it's most significant price was in terms of time. I just think that larger factors played into the calculations

They had already gotten the church declared historic, over the objections of the church. That is Step 1 for having a CEQA battle that makes everything else impossible.
