You have to make it a more objective process that can't be hijacked and delayed. That's why be right permitting is so critical.

Did Forest Hill get caught up in permitting? Berkeley's council district system was a NIMBY backlash to Berkeley getting a grant to build smaller aff housing projects throughout town in the 80s. Probably ending single member districts would help.

Neighbors were gearing up to CEQA the shit out of the project, and that was the main driver of why the city gave up on it.
