So a question: Doesn't the invoking of SB35 have to with RHNA numbers, and not a specific site's zoning? Was this site included in their "zoned sites" for the Housing Element? BTW, I am all for the city not changing the zoning to retail, seems majorly bassackward to me. Sheesh
SB35 says if you're not meeting your RHNA numbers then zoning-compliant projects get expedited. Meanwhile AB166 says you can't have a net-loss of zoning when you rezone. It looks like they're trying to quickly downzone before the laws kick in.
