Perhaps the tech owners could use some of their land to build housing for their workers.

Simple solution. No housing, no office space. And MV is also trying to wiggle out of the rent control ordinance passed by voters last year.

The problem is that the cities want to approve the office, retail and hotel. They get to collect higher taxes off that. Every municipality has a high incentive to add office/retail/hotel and not build housing, and hope someone else will build the housing.

That has been true for a long time. Commercial development also requires fewer services.

Yes. Which is why we need to change the tax structures so governments don't have these incentives to behave badly. And eventually incorporate into a single regional government.
