CA needs to reform Prop 13. We need to raise taxes, and raise them in a less regressive and more fair manner than we have before.

We get worked up over IZ because it's never going to generate level of funding we need for AH without killing the golden goose. It's always taxing something we want to generate funds for something we also want. But we can increase taxes on property, carbon, corporations, etc.
