Reasonable people can disagree about the effectiveness of Inclusionary Zoning. But there is a lot more to Affordable Housing than IZ. We are strong supporters of more public and subsidized housing. Just because we think IZ has negative consequences doesn't mean we're anti AH.

if i may, then, what are in the toolbox to rectify the weakness in housing for low-income/poc populations? IZ having impact on current projects along with costs, are there alternatives to it?

Even in SF, IZ is less than 10% of our subsidized AH. The Low Income Housing Tax Credit program generates funds, along with a lot of other programs. In CA, the state legislature just put a $3bil bond for AH on the 2018 ballot.
