      I would tell you about the elaborate reasons that Master Plans need to be constantly redone for elaborate bureaucratic reasons.... But basically it's to maximize the ability of folks to re-make decisions.

      If this remained as is, the incentive would be for the developers to do gut-rehabs to make these "naturally affordable" units into "luxury housing" - as the location is highly desirable. There is nothing to keep this "naturally affordable" housing affordable.

          They want to build a school, and then offer it to a graduate school. They tried to partner with a school, but Marin won't let them customize the plan to a schools needs.           After 2 years of meetings, a track field and other sports amenities were taken out because neighbors were concerned about noise and traffic. Who says Marin isn't Family Friendly?!
