Sam doesn't understand the relevant academic literature. Neighborhood review increases racial & class segregation.

It's a tool of segregationists. Progressives need to drop it.

1) The vast majority of the time the only people who can make the time to come to hearings are wealthy retirees.

2) "Community review" is hardly community review. Only those w/ particular interests participate in the system.

3) The general interest is better represented at the polls, rather than Thurs afternoons during working hours.

and lets not forget that who goes to the polls is also highly determined by class, race, & age.

The question is not "what system is perfect" it's "what system is better." Voting > hearings

hearings enable a discussion/probing that our electoral clusterfuck simply doesn't allow. not either/or
