What does “as-of-right” mean?
As-of-right or By Right permitting is "non-discretionary" meaning if you follow the rules, you get your permits. All the rules are written in zoning and regulations. If you have a zoning compliant proposal, they verify that and issue permits, without a politicized vote.

Thanks! How does CEQA fit in to this? If neighbors can file CEQA objections against compliant projects don’t we still have ways to block new housing (or shakedown developers).
