Palo Alto has zoned all single family lots to allow ADU’s or secondary dwelling units, so there is no real R1 zoning today. Also, PA has up zoned near transit, except in R1 neighborhoods, for affordable workforce and market housing.
Down-zoning was immoral. Exclusionary zoning was a promise to property owners that they would be able to keep the "wrong sorts" out of their neighborhoods.
