I spend a lot of time reading articles and listening to podcasts about housing and ... SB330 sounds really complicated. Is current, ongoing downzoning really still a problem?

We're passing lots of upzoning bills, from ADU laws to density bonuses to potentially SB 50. With SB 330, they're taking a crack at all the little ways jurisdictions try to get around the upzonings. So it's complicated, cuz it's a bit of a wackamole bill.
