If you can't replace housing that's been rented at any time in the last 7 years, how does that practically improve density? Sounds like it disqualifies many (perhaps most) buildings.

There are a huge amount of parking lots, commercial buildings, strip malls, owner occupied single family homes and vacant land. Walk around your community and look at how many parking lots and 1 story commercial buildings there are. It's shocking!
