Paris today opened its 100,000th social housing unit since 2001—now 1/5 of city lives in social housing, with plans for 30% by 2030. Though units remain concentrated in city’s east, local government has fought for building more in the wealthy west—where the latest project opened.

No, in this case zoning is not particularly relevant to whether it is possible to built social housing since Paris is largely zoned at high densities.

So, is this good? Do people prefer to live in "social housing"? If the goal is 30% by 2030 is the ultimate goal 100% of people living in "social housing"?
