Paris today opened its 100,000th social housing unit since 2001—now 1/5 of city lives in social housing, with plans for 30% by 2030. Though units remain concentrated in city’s east, local government has fought for building more in the wealthy west—where the latest project opened.

Le 16e arrondissement compte aujourd'hui 4 fois plus de logements sociaux qu'en 2001.

Most social housing is funded through loans from the national development bank, CDC. These are 30—70 year loans cohesion-territoires.gouv.fr/qui-finance-le Outside of that, I do not know whether there are sunsets... I have not heard of this being a problem in France, but I could be missing it.

No, in this case zoning is not particularly relevant to whether it is possible to built social housing since Paris is largely zoned at high densities.

American economic separation of housing and work with zoning is copied around the world. The higher densities and transit don't make it benign. Architectural details don't perform organic community building tasks.
