Sitting in traffic is refusal to move. Honestly I don't even care if they were asked to move or not, though they probably were warned. Blocking traffic is not constitutionally protected behavior.

What limits do you think should proscribe cops' use of force in these civil-disobedience arrests? Any?

Yes--they should use the minimum of force necessary to clear traffic.

I'm not in the business of defending cops who break department rules. Let them investigate and fire him if they need to.

Indeed, if you sit in traffic you should expect to be arrested. I didn't say you should expect to be brutalized or killed.
