Once this happens, would love to see legislation re pets killed by hit and runs. My puppy died in July by a hit and run taxi - nothing could be done legally because pets are considered “property”

This is assuming the NYPD are notified and act on your case within that night, or week, or 2 weeks. (911 "dispatcher" told mine not to come, apparently, closed my case, reviewed 2 wks, 2 mos, 1 yr later.)
