One peice of the puzzle but absolutely agree that procurement reform and more oversight over spending is vital. Can't be pouring

It's a small piece of the puzzle. Bringing costs down would be transformative, everything else is a stopgap measure.

And maybe it's not even a piece of the puzzle at all – maybe it would just enable more MTA waste. Seems likely on capital expansion...
