Related to congestion, we need to see if transit is a positive solution for CBE commuters, moving ppl out of cars to free up space.
We must also look to decking over the CBE with new parkland, providing community connections & open space lost to its construction.

Don't build a linear park; it wouldn't help. In Boston, the linear park over the Big Dig still cuts off the North End.

Just figure out a way to get rid of the highway. Tell long-range drivers to use I-287 and local drivers to use city streets.
