Ydanis, we all realize the need for open streets, what is the plan to reroute traffic? No sense in opening streets, only to creat congestion elsewhere that creates pollution from idling traffic. Or did you not think that far ahead?

The sensible management alternative is to prioritize select car pools and make sure there is ample free city parking. If you cannot certify shared cycles as safe you need to remove them. Trying to "open" streets while sanitizer is hard to find may not be a great idea.
