A great step to safeguard pedestrians would be to establish a 3rd, pedestrian-only traffic signal cycle at *every* crosswalk. Soft humans should never have to share crosswalks with turning cars/aggressive or careless drivers.

Hmm... In the Netherlands, there's something like this, primarily for bikes, but pedestrians also benefit. It works especially if there's pedestrian islands in between the bike lanes and traffic lanes.
