It's a cap; not a moratorium on new drivers. If it lead to any loosing jobs then by definition there are open licenses available and it's not restricting anyone.

By capping vehicles instead of limiting new drivers, the cap is forcing thousands of drivers to pay thousands more dollars per year to rent vehicles from big fleet owners than it would cost to finance their own car.
