It's a cap; not a moratorium on new drivers. If it lead to any loosing jobs then by definition there are open licenses available and it's not restricting anyone.
The license caps have created havoc for the livery bases and corporate black cars, with the sectors losing thousands of licenses/drivers, leaving thousands of working class and immigrants residents out of work.pic.twitter.com/eVzYyzRW2s

By capping vehicles instead of limiting new drivers, the cap is forcing thousands of drivers to pay thousands more dollars per year to rent vehicles from big fleet owners than it would cost to finance their own car.
