The whole law is regressive - repeal the whole thing. To place the burden of funding the MTA on the backs of the city’s most desperate, low income immigrant workers is simply obscene. That goes for impoverished Uber and Lyft drivers too.

App- based trips have been taxed more heavily for years while drivers were making less than minimum wage. Now the average Uber / Lyft $20 trip is taxed $5 vs a little over $3 on taxis. Both should be exempt and costs shifted to the millionaires and billionaires who got a pass.
