w/r/t Int 1395-2019 ask NYPD why they don't already accept photos on all complaint types. Ask why they block the collection of evidence via 311. Ask why some complaint types for illegal parking (specifically Placard Abuse) are omitted from the mobile 311 apps.

Doug — do you think there are any instances where a placard is appropriate? And if so, are you suggesting eliminating the existing program and replacing it with someone much more narrow and enforceable?

how are you going to prevent parking enforcement agents from just ignoring cars that are illegally parked with placards (i.e. just not scanning the barcode or whatever)

The lack of enforcement, coupled with e-bike crackdown and “fare evasion” stings show us where the priorities lie. The class/race issue needs to be brought up.
