Congestion pricing doesn't require bleeding drivers. Let all city & state offices operate 10:00 to 6:00, close Mondays and Tuesdays, open weekends. Ban deliveries before 11:00 a.m. Impose usage fees on Columbia U and NYU who pay zero taxes and attract high commuter volume
