Honestly i don't know - linux doesn't rely on GitHub to operate. So I'd it's more a political move. When Microsoft announced the deal, quite some noise was made around people leave github to gitlab (which *is* actually open source, btw. As opposed to github)

So Microsoft - as a member of the Linux foundation - could have play a role in encouraging endorsements to avoid part of the most active projects to leave the house and go somewhere else
