The stories were largely based on emails most likely hacked by Qatari intelligence.
Based on Twitter's very broad policy...shouldn't those stories be blocked?

You're ranting. Social media platforms shouldn't amplify Russian disinformation campaigns. Period. Today finally they did the right thing, and throttled it in the beginning rather than letting it metasticize and profit off the traffic.

I think the NY Post situation is part of what Twitter more recently announced would be stepped up efforts to remove disinformation during the 2020 election. It’s also possible they are extra confident that this is misinformation because they work with the FBI.
