As in the "right" choice? Yes. Picking the right action isn't easy because there are many wrong ways to act for every right one. That is a definition of complexity (Ashby's law).

"Right" action or response is an strange way of thinking about it. I'd think either you have a sufficient system model for (partial) control, in which case you can do model based decision-making, or you have an insufficient model, in which case you're throwing darts.
