Would creating a rating system like tv ratings for videos work? Where when videos are uploaded they get rated by the automatic system before published. That way u tubers can know what rating they would get before publishing. Then ask advertisers what rating they want to be on.

Give advertisers the ability to choose trusted u tubers as well to ensure they are not on videos they don't want to be on. The terms can then be made clear for u tubers and they can be delt with on an individual basis based on video rating.

You can then average the individual video ratings to get the overall channel rating. This way channels would be guided by advertisers and not YouTube itself, if they want to make money. YouTube would become a tool to link content creaters to advertisers and not the authority.
