It depends on who has the upper hand. Riots where police are outnumber/have been caught off guard/ordered to stand down are quite festive (for the rioters). When the situation is reversed, it is terrifying (for the rioters).

Also, riot prone cities have riot hardened cops who are much more terrifying. Most North American cities are pretty soft in comparison to most European cities.

Note: to the last one is more hearsay than experience. I have been to riots in both European and North American cities, but I can't say I have a really broad sampling, other than by anecdote.
