A more charitable second reading suggests that the author is suggesting a recipocral tit-for-tat escalation (shunning for shunning) that could, presumably, span the gamut from social consequences to open warfare.

I still think that, without formal methods of adjudication, this leads a to a dictatorship of the most hot-headed, where perceived slights, real or imaginary, spiral out of control.

the energetic costs of internecine conflict would seem to indicate that the more successful societies would be the ones that don't indulge in such spirals -- the purity spirals that afflict <name your favorite fringeish lefty community> certainly impede effective action.

My point is that in any kind of functional state you should not take on the use of force against people you don't like outside of the consequence of strictly reactive self defense, and I think this article is advocating something else.

Or I guess actually that my point is "having an opinion that the social peace is bullshit is not the same as actually violating the social peace, and people with those opinions should still be protected."

I mean, there is a reality of profiling. Do I think the Westboro Baptists should have a right to free speech? Yes. Is it be right to be nervous if they started stockpiling arms? Yes. This is how I feel about Nazis (and anyone with a sweeping ideological platform, tbh)
