Why not put these teams in places that don't have pro teams already?

Because cities that don’t have pro teams aren’t top 20 tv markets.

I find the city selection interesting. All are current NFL cities except St. Louis who just lost a team. Was this to set up a farm team scenario or to try to capitalize on fans that don’t want to pay NFL prices?

The 8 cities are all basically top 20 metro areas and tv markets (5 in the top 7). Almost 25% of all tv households in the US will have an XFL team in their market. For the league to succeed they will need a lucrative tv deal, which means they will need ratings.
