It is not. Simulator has the software OpenGL renderer.

How can I verify that this is the case to reference it in the radar, as someone with not much experience with low-level graphics?

backboardd cpu usage when scrolling a UITableView is a fairly good indicator. Spindump it to see the OGL software path at work in the stack traces.

Curious to know if the iOS Simulator now supports HomeKit fully? Currently it just returns no homes even when logged into the same iCloud account.
