That article is from 2008, btw. Crime hasnβt really gone down since? I think Memphis had the highest murder rate/population again, in 2022. Current Policing strat objectively isnβt working well.

Anyhow, Memphis in the 90s demolished the inner-city Housing Projects, replaced them with Housing Vouchers to pay rent in the suburbs.
