So I just used the @Twitch "email all my subscribers" option (revenue tab in dashboard). I've checked my email and don't see it (it should send to me too). Now that the Twitch Messaging inbox is gone, does this function just do nothing now?

Yeah nothing in your emails? Night have opted out of emails from twitch. I'll get a sub discord channel updated later tonight

Yeah ive heard it doesn't always send to everyone, did u check your social/promotions tabs (assuming you use gmail etc)
