Moving drop tech to Lair removes a lot of the wonky variety of builds we've been seeing early in LoTV. Sad to see this change.

@x5_PiG as a wimpy masters toss I felt lurkers/muta were a bigger issue because they force one playstyle
@JaLouNav yeah personally I just feel like so much goes back to earlygame defence too, really dislike the over reliance on the hero testicle
