Turns out they actually were switches leading to ethernet ports throughout the house. The age of running cables all over my apartment is over!pic.twitter.com/693SGxBdgt

Glad you figured it out but yeah they are ethernet ports. Just get yourself a cheapy 8 port switch and plug them all in to the switch. Plug the switch into the modem and the all the sockets around the apartment are live.

Only need a few of the ports so can even skip the switch for now!

Its called a patch panel mate not a switch. Its a header board for ethernet terminations. Commonly terminate at either a wallport or another patch panel.
