Can you please elaborate on what you mean by W3C bureaucracy? Cause things like Dispositions of Comments might be a hassle but ensure all comments from the public are addressed and not ignored.

I'm specifically referring to situations where implementors want to operate in a more continuous ("Living Standard") mode, rather than a snapshot mode.

We have both! There’s the continuous Editor’s Drafts and the stable TR publications which have made sure to address issues raised etc. We need the latter too, that’s why git tags and software releases exist!
