I don't understand the forking restriction. Webkit was a fork of Konquerer, Blink was a fork of Webkit. UC was a fork of Webkit. It's just not a requirement to not fork. The requirement is maintaining competitive value after you fork, which is tricky and not cheap.
Do you just not count UC? Servo? Do you think Edge costs $500MM a year to build, maintain and document?

I don't count UC. I've read some more about their implementation (thanks for the push). Samsung seems closer. Servo is no where near a complete implementation of the Web and is paid for in the Mozilla budget so that it can help keep Mozilla's mainstream implementation modern.

UC is not moving the web forward. They're an old fork with no standards advancement and they're actually holding the web back. They're actively bad for the web platform by amassing users on old tech.

And yet, they have market share and an implementation. If you're committed to saying that Mozilla is spending its money well and there's not much waste in that budget, feel free, but I don't have much else to add here.

They have a years old fork that's hurting the web. I don't consider them the way I consider all the other bigs that are at least trying for web standards and moving the platform forward. Reminds me of when MS thought the web was done and abandoned it at IE6 holding everyone back.

An audit is not the right document for identifying cost savings. I'd be happy to look at Mozilla's private books and identify prospective savings, though.

I wouldn't be surprised if Edge, if you include the full platform team and the marketing budget (or the market value of the free advertising from Bing that's allowed them to become a meaningful player) is in the same ballpark.
