What stops the process from being taken over by adherents to the positions of other browsers (or even people from other browsers)?

I don't think so; AIUI they're using the issues list for a public discussion / input from others, but the final decision remains in the hands of moz staff.

But strong signals from the public list will motivate them, and other browsers with an agenda will know that. e.g. Google got developers incredibly hyped up about Object.observe and HTML Imports, both were bad ideas. Firefox's skeptical role in both cases was important.
