I think the argument is not that we should exclude developers but rather learning the basics should be encouraged, not looked at as lesser. We should emphasize a good foundation. Being a wizard of ES2017 is all good but to master the web you need a good understanding of browsers.

I unfortunately can't find it now but there was a tweet about new developers seeing JS as the way to optimize for Senior SWE promotion, downplaying the importance of CSS and Web Development tools pre-build pipelines.

I took this to mean a focus on learning modules and newer ES versions with an emphasis on platforms that must be built to run. While very much how the world today works, I think there is still a lot of value in learning the basics (ie how a link tag works).

I firmly disagree that we should exclude anyone who does not know how web development used to work, but I still think there is a lot of value in teaching new developers how things work without build tools. I don't think older HTML APIs have reached assembly levels of obsolescence

In practice, teaching devs to work without build tools means a long delay on important new features (because targeting old browsers is still important for many people). I think async function is more important than <link>, but I don't object to people learning <link>.
