It has been raining for 12 hours in San Francisco and the city is COMPLETELY UNPREPARED for this situation. Architecture in SF treats rain as an error condition and everything is a disaster area.

I perceive, whether from bias or facts I'm not sure, a correlation between local density of non-Oregon license plates and rain traffic messiness. In the middle of nowhere in Oregon where I grew up & learned to drive, rain made 0 difference, but your observation holds in cities.
