Sometimes they're not listening, no matter how much you politely debate.

The kind of debate that actually helps has nothing to do with convincing the person you're debating and everything to do with teaching or inspiring onlookers. Which I guess is another way to say "activism".

There's a lot of different ways. Canvassing with empathy https://www.vox.com/2016/4/8/11392298/reduce-prejudice-transgender … But also various techniques to jar people out of their comfort zone (march in Selma), using bureaucracy against itself, forcing legislators to pay attention, etc

The problem with the "debate" perspective is that it ignores all the legwork you have to do to get the system to be ready to listen. Which is the hard part.
