The "over" framing was always about explicitly saying that it's not a hard trade-off, but rather a value judgment when there are tough calls.

I always understood that to mean “name this the right thing and then stuff works”, current talk about “zero config” seems different? I’m probably missing something

That was never a very good definition of convention over configuration, but maybe that's the stereotype it could never escape from :)
