A bit of choir-preaching here but what’s really amazing is how often that kernel grows and you get a new contributor. IIRC
@rwjblue started contributing because we had had a clear CTA and some guide rails. (Pun intended) -
Obviously not everyone will convert from new contributor to project godfather, but it only takes one!

What really surprised me is how much people can do incredibly hard and internal work (and help with slogs) with a bit of guidance

People really really really want to help. Mostly however they will be helpful. They just don't know how. And the baseline assumption about what a "drive by contributor" can do vastly underestimated what they can do (and become) with a little guidance.

Of course getting decision making out into the public and away from internal processes at single companies is a prerequisite for any of this.

I recently put out a CTA around the Ember 3.0 cleanup work (https://github.com/emberjs/ember.js/issues/15876 …), hoping that we could get master into a “3.0 state” within a few weeks. Most of the items had open PRs in a day or two!
